Shakir attended Vista Murrieta High School in Murrieta, California, where he participated in high school football for the school’s football team.
After high school, he enrolled at Boise State University, where he played collegiate football for the Boise State Broncos. Shakir participated in 10 games with one start as a true freshman in 2018 for Boise State. On 16 receptions for 170 yards, he scored once receiving and once rushing.
