Before enrolling at Garden City Community College in Garden City, Kansas, he spent a year away from football and studied online at Mott Community College. He made 72 tackles, 12.5 tackles for loss, and 7.0 sacks as a freshman.
By the end of his sophomore campaign, Phillips had made 95 tackles, helping the Broncbusters to the NJCAA National Football Championship. His initial transfer pledge was to Arizona for his final two seasons of eligibility, but he later switched to Illinois.
In his first year at Illinois, Phillips was a starter at linebacker and finished the year with 85 tackles to lead the Fighting Illini. As a senior, he was elected team captain, led the team in tackles (95) and interceptions (4), and was named honorable mention All-Big Ten Conference.
Phillips inked a contract with the New York Jets on March 23, 2021. On August 31, 2021, he was released, and the following day, he was re-signed to the practice squad. On September 21, he was elevated to the active roster. On August 30, 2022, the New York Jets released Phillips.
The Baltimore Ravens took Phillips off waivers on August 31, 2022.
