Noteboom grew up in Plano. He played football and ice hockey at Plano Senior High School. He verbally committed to TCU the summer before his senior year at Plano, where he was an All-District selection.
In 2014, Noteboom played 13 games as a reserve for TCU in Fort Worth. In 2015, he started at right tackle for the Horned Frogs before moving to left tackle for his junior and senior seasons. His final collegiate game was a triumph over Stanford in the Alamo Bowl in 2017.
On January 4, 2018, Noteboom accepted his Senior Bowl invitation.
His versatility and athleticism wowed scouts and analysts at Senior Bowl practices, raising his draft stock.
On January 27, 2018, Noteboom played in the 2018 Reese’s Senior Bowl, where the Houston Texans’ South squad defeated the Denver Broncos’ North team 45–16. Noteboom went to the NFL Scouting Combine in Indianapolis and did all the drills. Scouts praised his 40-yard dash time and agility throughout his combined performance.
