Webb began his high school playing career at Keller High School but later transferred to Prosper High School, which is located in his hometown of Prosper, Texas, and was coached by Kent Scott. Webb led the Prosper High School squad to a district title and a trip to the Texas 4A regional playoffs while he was there.

After a successful high school career, Webb enrolled at Texas Tech University and played for the Texas Tech Red Raiders from 2013 to 2015.
He played for the Raiders for three seasons before he transferredUniversity of California, Berkeley for his final year of college.
Webb finished his only year as a quarterback for the California Golden Bears by completing 382 of 620 passes (62%), throwing for 4295 yards, 37 touchdowns, and 12 interceptions for a QBR of 135.63.
He established new single-season school records for throwing attempts, completions, and total plays, while also tying three other school milestones, one of which was for total touchdowns.
He was voted the Reese’s Senior Bowl MVP and the Golden Bears Season MVP in 2016. Webb was also a semi-finalist for the Davey O’Brien National Quarterback Award and the Earl Campbell Tyler Rose Award in addition to being selected for the College Football All-America Team.
