He graduated from Hunter High School and enrolled at Oregon State University, where he played five seasons of collegiate football for the Beavers. He caught 10 passes for 73 yards and one touchdown as a true freshman.
In his second game of the season in 2016, he recorded four receptions for 31 yards and a touchdown. As a redshirt sophomore, he had two catches and 34 receptions for 461 receiving yards, leading the Beavers. He caught 44 passes for 406 yards and three scores as a redshirt senior.
Over the course of his college career, he played in 44 games and hauled in 102 passes for 1,048 yards and 10 touchdowns. Togiai was signed as an undrafted free agent by the Philadelphia Eagles in April 2020. As part of the final roster cuts on September 5, 2020, he was discharged. After the Indianapolis Colts claimed him off of waivers that month, he made his NFL debut on September 20, 2020.
He was a practice squad addition for the Philadelphia Eagles in October 2021. COVID protocol implementation began on December 27 and ended eight days later. He made a reserve/future contract commitment to the Eagles in January 2022. On August 30, 2022, the Eagles dismissed Togiai, and the following day he was a part of the practice squad.
