Rafael is from Venezuela and was signed into the Phillies team as an international free agent in July 2015. He received $200,000 as a signing bonus and made his professional debut the following season playing with the Dominican Summer League (DSL) Phillies.

During the 2017 minor league season, he spent the season with the Gulf Coast League (GCL) Phillies and was promoted to the Williamsport Crosscutters of the Class A Short Season New York-Penn League (NYPL) during the 2018 season.
