Cine was born in Haiti on October 5, 1999, and emigrated to the United States when he was four times old, first staying in Florida with his family before moving to Everett, Massachusetts.
He went to Everett High School. He was suggested the Massachusetts Defensive Player of the Time by USA Today as an inferior after leading Everett to an alternate successive MIAA state crown with 65 tackles, two sacks, two interceptions, two fumble reclamations, and a blocked punt.
Cine moved to Cedar Hill, to live with an uncle after Everett’s coach retired at the end of the season, and enrolled at Trinity Christian School for his senior year.
Deion Sanders, the Hall of Fame cornerback, was his coach at Cedar Hill. Cine chose Georgia State offer over Texas, Michigan, and Florida to play college football.
Cine kicked the last two games of Georgia’s rookie season after appearing in all 14 of the team’s games. Going into his second season, he was designated the Bulldogs’ starting safety.
Cine had 49 tackles and 12 pass breakups in ten starts this season but was removed from the team’s game against Florida after receiving a targeting penalty.
