Phil is American and his parents are Ellen Maton and Phil Maton. He was born in Paducah in Kentucky in the United States. He had his amateur baseball career at Glenwood High School in Chatham, Illinois and at the Louisiana Tech University where he played college baseball for the Louisiana Tech Bulldogs.

During the 2015 MLB draft, he was drafted by the San Diego Padres in the 20th round of the draft. He made his professional debut that season playing with the Short Season-A Tri-City Dust Devils. He spent the 2016 season with the Class-A Fort Wayne TinCaps, Advanced-A Lake Elsinore Storm and Triple-A El Paso Chihuahuas.

In the 2017 minor league season, Phil spent the entire season with the Triple-A El Paso. He made his MLB debut on June 11, 2017, for the Padres. He was traded to the Cleveland Indians in July 2019.

Phil spent two years with the Indians and played in 23 games. The Indians trade him in July 2021 to the Houston Astros. He has been playing for the Astros since then.
