Burke grew up in Evergreen, Colorado, and attended Evergreen High School. Against Eaglecrest High School in a game at Coors Field his senior year, he struck out 20 batters. He’s set his sights on the University of Oregon.

With the 96th overall pick in the 2014 MLB draft, the Rays selected him in the third round. He agreed to a signing bonus of $897,500, which was higher than the slot average.

In his professional debut, he went 0–3 with a 10.80 ERA in 13+13 innings pitched for the Gulf Coast Rays in 2014.

Burke went 4–2 with a 3.42 ERA in 11 starts for the Princeton Rays in 2015, and 3–3 with a 3.39 ERA in 13 appearances for the Hudson Valley Renegades in 2016.

Burke started the 2017 season with the Bowling Green Hot Rods before being promoted to the Charlotte Stone Crabs halfway through.

He was 11–6 with a 2.99 ERA in 23 starts for the two teams combined. He pitched for the Charlotte Knights and the Montgomery Biscuits in 2018, going 9–6 with a 3.08 ERA in 25 games for both teams (22 starts).

Following the 2018 season, Burke was added to the Rays’ 40-man roster.

Burke was acquired by the Texas Rangers from the Tampa Bay Rays on December 21, 2018, as part of a three-team trade in which the Rangers received Kyle Bird, Yoel Espinal, Eli White, and $750,000 in international signing bonus pool space

The Rays received Emilio Pagan, Rollie Lacy, and a competitive balance pick in the 2019 MLB draft (Seth Johnson), and the Oakland Athletics received Jurickson Profar.

Burke started the 2019 season with the Frisco RoughRiders of the Double-A Texas League.  Burke was placed on the disabled list on April 23 after experiencing shoulder discomfort and blisters.
