Harvey was educated in Catawba, North Carolina, at Bandys High School. He was drafted in the first round of the 2013 MLB draft by the Baltimore Orioles.

On June 20, 2013, he signed a contract with the Orioles and made his professional debut with the Gulf Coast Orioles of the Gulf Coast League.



He was promoted to the Class A-Short Season New York-Penn League’s Aberdeen IronBirds in August. His record was 0–1 with a 1.78 ERA in eight appearances, with 33 strikeouts in 25+13 innings of work in those outings.

Baseball Prospectus had Harvey listed as the 58th top prospect in the game prior to the 2014 season. The Delmarva Shorebirds of the Class A South Atlantic League were where he spent the season, where he was 19 years old and pitched in 17 starts for 87.2 innings for a 7-5 record and a 3.18 ERA.

Of the 70 or more pitchers in the league, his 10.9 strikeouts per nine innings was the best. Mid-season All-Star in the SAL and an All-Star in the MiLB Organization.
