Oliver was raised in Templeton, California, and went to Paso Robles High School.

His second cousin, Darren Oliver, played as a  pitcher in Major League Baseball from 1993 to 2013. His uncle, Clancy Oliver, was a defensive back for the Pittsburgh Steelers and St. Louis Cardinals in the NFL from 1969 to 1970.

In high school, he participated in football as a tight end, defensive end, and outside linebacker, and basketball as a forward.

Oliver played football from 2015 through 2018 at San Jose State. He had 98 receptions for 1,067 yards and seven touchdowns over the course of his career.

In the third round of the 2019 NFL Draft, Oliver was selected by the Jacksonville Jaguars as the 69th overall pick. On November 18, 2019, he was put on an injured reserve.

On August 20, 2020, Oliver underwent surgery to repair a broken bone in his foot and was once more placed on an injured reserve.

Oliver was traded to the Baltimore Ravens on March 18, 2021, in exchange for a conditional 2022 seventh-round pick.
