His parents, Attiyah Shakir and Ramona Shakir, welcomed him into the world on February 3, 2000 in Murrieta, California, in the United States. Shakir played high school football for the school’s football team while he was a student at Vista Murrieta High School in Murrieta, California.

He attended Boise State University after graduating from high school, where he played college football for the Boise State Broncos. As a true freshman in 2018 at Boise State, Shakir played in 10 games with one start. He scored once receiving and once rushing on 16 receptions for 170 yards. He started five of his 14 games as a sophomore in 2019, amassing 63 receptions for 872 yards, six receiving touchdowns, and three rushing scores.

In his junior year in 2020, he started each of the seven games and finished with 52 receptions for 719 yards and six touchdowns. In 2021, he went back to Boise State for his senior year. He earned a degree in business/communications and logistics. Shakir was taken by the Buffalo Bills in the fifth round of the 2022 NFL Draft with the 148th overall pick.
