Dugger was born on March 22, 1996. (NFL). His college football career was spent at Lenoir–Rhyne. At Whitewater High School,

where he attended, Dugger’s primary sport was basketball, and he did not begin playing football for the school until his final year. One of the three colleges in North Carolina that offered Dugger was Lenoir–Rhyne University,



which competes in NCAA Division II. The other two were Berry College, which competes in NCAA Division III, and Reinhardt University, which competes in NAIA.

After taking a year off to redshirt as a freshman, Dugger began his defensive career as a cornerback. For his sophomore year, he moved to the safety position. During his junior season, he had three interceptions and three fumble recoveries.

He was a very good defensive back. During his senior year, Dugger returned two punts for touchdowns within a span of seven minutes during a game against Virginia–Wise. Both scores came in the game.

The quickness that Dugger displayed on the field was lauded by scouts, who envisioned him playing either safety, cornerback, or returner in the NFL.

In 2019, he was given the Cliff Harris Award, which is given to the greatest defensive player at a small school.
