Barker went to Pleasant Valley High School in Chico, California, where he grew up. He spent four years as a baseball player at Chico State.

After breaking a school record with 18 saves as a junior and finishing 4–3 with a 1.73 ERA in 11 starts as a senior, Barker was selected first-team All-California Collegiate Athletic Association (CCAA) and first-team Division II All-American.



Barker went to the Traverse City Beach Bums of the independent Frontier League after being undrafted in the 2015 MLB draft. On November 28, 2016, he signed a contract with the Milwaukee Brewers.

Barker started the 2017 season with the Class A Wisconsin Timber Rattlers before being promoted to the Carolina Mudcats in Class A-Advanced. After going 6–4 with 20 saves and a 2.21 ERA in 2018, he was awarded the Carolina League Relief Pitcher of the Year.

Barker began the 2019 season with the Double-A Biloxi Shuckers, where he pitched for 23 innings and was named a Southern League All-Star before being promoted to the Triple-A San Antonio Missions. For the 2021 season, Barker was sent to Triple-A Nashville Sounds.
