He was created in Santo Domingo, Dominican Republic, on October 1, 1998. He was signed by the Toronto Blue Jays as a free agent in July 2016. He made his major league baseball debut in 2017 with the Rookie Division Blue Jays of the Gulf Coast League. He took part in the 2018 minor league season for both the Rookie Advanced Bluefield Blue Jays and the Short Season-A Vancouver Canadians.
In his first full minor league baseball season, Otto played in 108 games for the Class-A Lansing Lugnuts in 2019. 5 home runs, 20 stolen bases, and 324 with 50 RBI. During the offseason, he took part in 13 games for the Leones del Escogido of the Dominican Professional Baseball League.
