Rafael grew up in San Cristobal in Venezuela where he had his non-professional baseball career. He was signed by the Philadelphia Phillies as an international free agent in July 2015 after which he was given $200,000 as a signing bonus. He started his professional baseball career in 2016 after he was assigned to play with the Dominican Summer League (DSL) Phillies.

In 2017, he spent the season playing for the Gulf Coast League (GCL) Phillies. The Phillies promoted him to the Williamsport Crosscutters of the Class A Short Season New York-Penn League (NYPL) during the 2018 minor league season. He earned another promotion to play for the Low-A Lakewood BlueClaws at the beginning of the 2019 season.
