In October 2011, Dominguez signed with the Philadelphia Phillies as an international free agent for $25,000.

In 2012, he made his professional debut with the DSL Phillies, where he spent the entire season, going 4–4 with a 3.48 ERA and 40 strikeouts in 671/3 innings in 15 games (11 starts).

In 2013, he returned to the DSL and posted a 4–6 record with a 2.96 ERA in 14 starts, striking out 58 batters in 76 innings.

He had the most shutouts (2) and complete games in the Dominican Summer League. He pitched for the GCL Phillies in 2014, posting a 2–2 record with a 3.12 ERA and 24 strikeouts in 26 bullpen innings.

He pitched for the GCL Phillies in 2015, going 1–1 with a 2.35 ERA and 9 strikeouts in 723 innings thrown.

Dominguez pitched for the Class A Lakewood BlueClaws and the Class A Williamsport Crosscutters in 2016, posting a combined 6–3 record and 2.34 ERA in 13 starts with 65 strikeouts in 651/3 innings.

He pitched for the Class A Advanced Clearwater Threshers in 2017, posting a 4–4 record and 3.61 ERA in 15 games (13 starts) with 75 strikeouts in 621/3 innings, averaging 10.8 strikeouts per 9 innings.

With Clearwater, he was a 2017 Florida State League Mid-Season All-Star. After the 2017 season, the Phillies added him to their 40-man roster.

The Phillies informed him in the offseason of 2017 that he would be converted to a reliever.

He began 2018 with the Double-A Reading Fightin Phils, going 12–2 with a 2.08 ERA in 13 innings in 8 games, averaging 12.5 strikeouts per 9 innings, before being promoted to the Triple-A Lehigh Valley IronPigs in late April, where he was 1–0 with a 0.00 ERA in three games.

Dominguez pitched 162/3 innings for the two minor league teams, allowing 8 hits and 2 walks while striking out 21 batters.
