Howard grew up in Templeton, California, and was born in San Luis Obispo.

He pondered leaving the baseball team to focus on volleyball as a multi-sport player at Templeton High School but was encouraged to stay by the coach.

He did not receive any scholarship offers to play collegiate baseball, but following a fall audition, he was accepted onto the Cal Poly Mustangs baseball team.

Howard redshirted his freshman season to focus on improving his strength and fastball velocity.

Howard improved his pitching during two seasons of collegiate summer baseball with the West Coast League’s Bellingham Bells, and by his junior year in 2017, he was the Mustangs’ starting pitcher

Howard was taken in the second round of the 2017 MLB Draft by the Philadelphia Phillies, and he spent the season working on his pitching mechanics with the Class A Short-Season Williamsport Crosscutters.

In 2018, he was assigned to the Class A Lakewood BlueClaws, where he delivered the franchise’s first playoff no-hitter.

Howard missed two months of the 2018 season due to a shoulder injury, and he made up the time by playing in the Arizona Fall League.

Howard was one of several Phillies prospects that began the pandemic-shortened 2020 season at an alternate training location, ready for a major-league call-up, after working his way up to Double-A in 2019.

That season, he made his MLB debut, but a recurrence of the shoulder issue hindered his production.

Howard has struggled to maintain his pitch velocity into the final innings of games since his major league debut, and in 2021, he was teamed with long reliever Ranger Suárez for his scheduled starts.
