Howard was taken in the second round, 45th overall, of the 2017 MLB Draft by the Philadelphia Phillies of Major League Baseball (MLB).

He was Cal Poly’s third-highest draft pick ever, and the highest that year. Howard signed a $1.15 million signing bonus with the team in June of that year.



Howard skipped the Rookie League and was assigned to the New York–Penn League’s Class A Short-Season Williamsport Crosscutters.

Howard had a 1–1 record with a 4.45 ERA and 40 strikeouts in 28+13 innings over nine starts in his maiden professional season.

Hector Berrios, Williamsport’s pitching coach, spent the season working on Howard’s mechanics, focusing him and the rest of the rotation on the lower half of his body, which helped to stabilize Howard’s velocity and keep his arm healthy after each start.

Howard completed the whole 2018 season with the South Atlantic League’s Class A Lakewood BlueClaws, earning Pitcher of the Week honors twice

. Howard set a career-high with 10 strikeouts in six shutout innings against the Hagerstown Suns on June 30.

“For the first time all year, all my stuff has been synced up, and I’ve been able to command all four of my pitches,” he told reporters after the game.

In a 4–1 triumph over the Asheville Tourists two starts later, Howard pitched his first complete game. In 23 starts for the BlueClaws in 2018, he tossed 112 innings with a 3.78 ERA and 147 strikeouts.

Howard pitched the first no-hitter in BlueClaws history on September 7, 2018, striking out nine batters in the semifinal championship series against the Kannapolis Cannon Ballers to advance the BlueClaws to the South Atlantic League championships.

Howard won the Minor League Baseball Yearly Award for Top Performance for his no-hitter.
