Tsutsugo signed a two-year, $12 million contract with the Tampa Bay Rays of Major League Baseball on December 16, 2019. Due to the COVID-19 epidemic, he returned to Japan on March 25, 2020.

Tsutsugo was named the starting third baseman on July 24, 2020, and made his MLB debut against the Toronto Blue Jays on Opening Day.

On that day, he blasted his first MLB home run against Hyun-jin Ryu. In 51 games, he hit .197/.314/.395 with eight home runs and 24 RBIs.

Tsutsugo was designated for assignment by the Rays on May 11, 2021, after batting.

In 87 plate appearances, he has a total of 167 points.

Tsutsugo was traded to the Los Angeles Dodgers on May 15, 2021, in return for cash or a player to be named later. On May 18, he made his Dodgers debut in left field against the Arizona Diamondbacks.

Tsutsugo collected three hits in 25 at-bats (.120 average) in 12 games with the Dodgers before being placed on the injured list with a right calf strain.

On July 7, he was demoted outright to the Triple-A Oklahoma City Dodgers after clearing waivers. Tsutsugo was released by the Dodgers on August 14th.
