In Beaumont, Texas, Proctor attended Monsignor Kelly Catholic High School. He was picked in the 40th round of the 2015 Major League Baseball draft by the Kansas City Royals but he did not sign and instead played collegiate baseball at Rice University.

The Hudson Valley Renegades were Proctor’s first professional team. He batted.256 in sixty games, with one home run and 24 RBIs.

In 121 games with the Bowling Green Hot Rods in 2019, he hit.290/.383/.402 with six home runs, 53 RBIs, and 11 stolen bases. In 2021, Proctor played for the Montgomery Biscuits, hitting.244/.381/.419 with 12 home runs and 47 RBIs.

After the 2021 season, the Rays added Proctor to their 40-man roster.
