Angel was born on December 1st 1997 in the Dominican Republic. He signed as an international free agent with the St. Louis Cardinals in January 2016. He made his professional debut that same year playing with the Rookie-level Dominican Summer League Cardinals.

During the 2017 minor league season, he played with the Dominican League Cardinals, the Rookie-level Gulf Coast League Cardinals, and the Johnson City Cardinals of the Rookie-level Appalachian League. Angel was with the State College Spikes of the Class A Short Season New York–Penn League and the Peoria Chiefs of the Class A Midwest League during the 2018 season.

He spent the 2019 season playing for the Palm Beach Cardinals of the Class A-Advanced Florida State League where he was named an All-Star and he also played for the Springfield Cardinals of the Class AA Texas League. That year, the Cardinals named him their Minor League Pitcher of the Year.

He did not play a minor league game in 2020 as the minor league season was cancelled due to the COVID-19 pandemic. After the 2020 season, he was added to the Cardinal’s 40-man roster.
