St. Louis Cardinals signed Whitley, who debuted with the Gulf Coast League Cardinals. While playing with the Palm Beach Cardinals, he also appeared in one game.

He compiled a 1.53 ERA and 22 strikeouts in 17+2/3 innings of work for both teams.

Peoria Chiefs, Springfield Cardinals, Memphis Redbirds, and Palm Beach Cardinals are among the teams he played for that season.

Whitley pitched in 50 relief appearances for the three teams, going 3–4 with a 1.60 ERA and striking out 78 batters in 67 13 innings.

Whitley finished 3–4. Following the season, he was selected to play for the Glendale Desert Dogs in the Arizona Fall League.

When the Cardinals released their Opening Day roster on July 20, 2020, Whitley was included.

Against the Pittsburgh Pirates at Busch Stadium on July 26, he made his major league debut, pitching one inning of relief and striking out three.

On August 4, Whitley was been placed on the injured list after testing positive for COVID-19.

On the 22nd of September, he rejoined the team. While playing for St. Louis, his ERA was 1.93 with five strikeouts in four and a half innings of work.

Whitley did not play on Opening Day in 2021. His return to Memphis was optioned on April 17 despite being recalled on April 13. A few days later, he was summoned for another hearing.

As a result of back spasms, the Cardinals put Whitley on the disabled list on May 30. When he was called up to the team on July 11, he was given an option to play in Memphis.

St. Louis called him up on August 28 and he stayed for the rest of the season, While pitching with the Cardinals in relief, Whitley had a 2.49 ERA and 27 strikeouts in 25 13 innings of work.
