Rafael was born May 15, 1991, to Palito Ortega, father and Evangelina Salazar, mother. He began playing professional baseball when the Colorado Rockies signed him in January 2008 as an amateur free agent. His first professional team was the Dominican Summer League Rockies.

Rafael made his MLB debut with the Rockies on September 30, 2012. In 2013, he was claimed off waivers by the Texas Rangers baseball team. A year later, he was claimed off waivers again by the St. Louis Cardinals.



The Cardinals assigned him to play in a minor league that same year he was claimed for the Double-A Springfield Cardinals, which happens to be an affiliate to the Cardinals. In December 2015, the Los Angeles Angels of Anaheim signed Rafael on a one-year major league contract.

In February 2021, the Chicago Cubs signed a minor league contract. The Cubs selected him to their active roster in May that year and he has been with them since.
