After two games with the Arizona League Brewers, he was promoted to the Wisconsin Timber Rattlers, where he made his professional baseball debut.

He had a 0–2 record with a 0.86 ERA in seven starts for the two teams, striking out 36 in 21 innings. Due to the cancellation of the 2020 minor league season, he did not play a game.

Starting in 2020, Small was promoted to Nashville Sounds after playing in Biloxi for a season. A spot in the All-Star Futures Game was awarded to him that June. Small compiled a 4–2 record with a 1.98 ERA and 92 strikeouts in 77+1/3 innings of work in 2021.
