Javier Lozano Barragan was a Cardinal and President Emeritus of the Pontifical Council for the Pastoral Care of Health Care Workers in the Roman Catholic Church.
Between 1954 and 1958, Barragán received a licentiate and a doctorate in Dogmatic Theology from the Pontifical Gregorian University in Rome, after studying for the priesthood in the diocesan seminary of Zamora in the state of Michoacán.
In 1955, Barragán was ordained as a priest in Rome. He returned to Mexico and taught Dogmatic Theology at the Zamora diocesan seminary.
