After the fat transfer procedure, the 49-year-old suffered a major stroke at Dr. Hector Cabral’s Centro Internacional de Cirugia Plastica Avanzada facility.
An unlicensed doctor allegedly gave a Brazilian butt lift to an NYC Department of Correction captain who worked on Rikers Island. Tandra Bowser-Williams suffered a catastrophic stroke after undergoing surgery with Dr. Hector Cabral, who was previously prosecuted in New York for doing unlawful plastic procedures.
According to reports, the 49-year-old woman travelled to the Dominican Republic to undergo a fat transfer operation at the doctor’s Centro Internacional de Cirugia Plastica Avanzada facility in Santo Domingo, which specializes in buttlifts and fat transfers.
The surgery was performed on May 13, but she died of a stroke on May 14. Prior to travelling for the operation, Bowser-Williams had told her husband of 26 years that he would “love” the outcome of the process.

“Her precise words to me were ‘you’re going to adore Dr. Cabral’s work,” Curtis Williams told The New York Daily News. I didn’t give a damn whether it was good or bad. “I accepted my wife in her current state.”
“They got my wife out of the medically induced coma, so she could unlock her phone,” he continued, “and that’s how she was able to contact me.” In the distance, I could hear my wife whining about her stomach and butt.”
Williams described his late wife as a dedicated mother with “steel nerves” who was bravely raising her own son, two sisters, a young nephew, and three foster children. “Everyone is in a state of disarray. She was the family’s beating heart and lifeblood. Her saddened spouse added, “the heartbeat.”
“She was always a wonderful captain, never attempted to escape work, always worked in the jails, always dealt with convicts,” Patrick Ferraiuolo, president of the Correction Captains organization, said of Bowser-Williams. It’s a huge setback. She had no right to be treated this way. She was a stalwart.”
Meanwhile, it appears that the phony doctor is currently uncharged. Prior to moving to the Dominican Republic, where he runs his clinic, he pled guilty to one count of unlawful practice of medicine in New York in 2011.
He avoided incarceration at the time by reaching an agreement with prosecutors, and he was ordered to pay a $5,000 fine and $23,055 in restitution as a result. He was also ordered to serve in the Dominican Republic for 250 hours of community service.
Charges were previously filed against the doctor when it was discovered that he “checked at least 10 women in the Washington Heights section of Manhattan without a license in local health spas and beauty parlors before luring them to the Dominican Republic for surgeries.”
